A Theocracy is ruled by religious leaders who are divinely guided and implements the state's legal system based on religious laws.

People under the government of Theocracy does not have rights. They all must adhere to the laws dictated by their religion. Despite their lack of rights, citizens support their religious leaders because they are either deep believer of their religion or greatly fear their leaders.

Countries with Theocracy as their form of government are Yemen, Iran, and Somalia.

When the Senate reconvened, it failed to ratify his removal. Johnson attempted to appoint a new Secretary of War. He hoped to create a case to challenge the act through the involvement of the Supreme Court.
