A.  Though the author is trying to convince people that cell phones should be allowed in classrooms, this isn't much of a counterclaim because it does not state a fact clearly.

D. This is the best answer choice, this is not only a fact, but it is a statistic. This means that more than HALF of the high school instructors believe cell phones should be used.
