I'm not sure with this question. Check my answer explanations to see which you think is correct. My guess is D, definitly not B, A and C is on the line. CHECK MY EXPLANATION, I may not be correct. This is up to you!

Explanation:

A.  Though the author is trying to convince people that cell phones should be allowed in classrooms, this isn't much of a counterclaim because it does not state a fact clearly.

B. This is definitly incorrect because the author is trying to get people to ALLOW phones in classrooms. SO, he/she should not use this as a counterclaim because this would let the other side win.

C. This could be a counterclaim because it can be a not yet proved fact. This also supports the authors main idea.

D. This is the best answer choice, this is not only a fact, but it is a statistic. This means that more than HALF of the high school instructors believe cell phones should be used.
