The shoguns held exclusive powers and resisted giving up thier policy of seclusion. The need for a new political, social and modern economic system became necessary as the traditional economic structure was starting to collapse.

With much internal conflict and strife, Japan finally adopted new foreign policies with establishment of the Meji Restoration.
