When considering this question, we would want to find a question that would be restating the question very well and that it would also best  evaluates the question and explains how it could be revised to better focus the research project.

It is not effective; it could be improved by asking for information about the important effects the closing will have on library employees.

I would say that this would most likely be the answer as it does not show and support the information as greatly.
