I'm pretty sure it's the first one. 451 degrees is the temp which paper burns, the book is about book burning. There aren't 451 characters that are focused on, I don't think 451 pertains to the address or district...it was really vague to make it seem like it could happen anywhere to anyone.
Well, after a quick sweep of the poem, I would have to say awe, wonder, informal, powerful, clear, and positive.
