This means that all of the rain can't pass over to the other side of the mountain due to the fact that there is a lot of rainfall that the clouds have, in which it would be difficult to bring it over to the eastern side of the Sierra Nevada Mountains. The eastern side would receive dry air due to the fact that the dry air is being released to the eastern side from the western side of the Sierra Nevada Mountains. This would make the eastern side look different from the western side, and would make the eastern side more dryer, while getting little bits of rainfall.
