Rural settlement means people living in rural areas, that is, not in the cities (which are urban areas).

Less and less people live in rural areas because there are less jobs there than in the city as our farming becomes more and more industrialized - before more people had to work on the farm, as more things had to be done by hand.

There are many reasons why the population in rural settlements have declined. Mainly, it involves social and economic factors.

• Living conditions. This city is better for young people or single elders. It is different from urban areas, working conditions in rural places are somewhat worse for women than men.

• Poverty/low salary. This difference is compounded by the generally smaller population ratios in the economically active age group, higher unemployment rates, and a smaller proportion of workers.

• Declining agriculture. At present, the share of agriculture in the rural enterprise structure has declined by around 50%. More machines are used in agriculture and hence many people have to find work elsewhere. At the same time, jobs created in the secondary and tertiary fields have compensated less than one third (28.9%). Therefore, in rural areas, the level of employment is lower than in cities and the number of workers also decreases.

• Education. One of the main obstacles to the restructuring of the rural economy is the difference between the actual needs of the economy and the structure of (vocational) education and training.

• Climate change. Climate change is also a risk for rural areas because of the more recurrent occurrence of extreme weather circumstances, that threaten agricultural production and property of rural populations.

• Quality of landscape. Generally, quality of life improves because more housing is available; service decline: combined terms can offer a solution to this problem.

• Local markets. Rural areas are in the weakest situation due to unstable business structures, lack of job opportunities, and small local markets.

• Biodiversity. The rural development program emphasizes that in forest sectors, the problems of biodiversity conservation are mainly due to the lack of satisfactory strategic forestry planning, difficulties in activating and maintaining ecologically compatible and active forest management, fires, property fragmentation due to mountain area’s depopulation.
