This selling was made by panicking investors, indicating the start of the market collision which leads to the Great Depression. Within,  companies acquired more funds to grow production to produce more goods, which failed since now the demand for the goods was so weak which failed the companies. Eventually, when the depression hit, many corporations had to make workers unnecessary to cut costs.

That looks like General Pierre (I don't know his full name) who is often known as being a Confederate General. 

He was born somewhere south around Louisiana and went to West point and became an engineer. He first went in the history books by serving under General Whitfield  in the Mexican war as of course, an engineer. He rose up in the ranks and became chief engineer. He then worked at West point and also an engineer for a railroad and eventually help drain parts of swamps in Louisiana.

But he later became a General in the Civil war.

Note: This is really the best I can do since I don't know too much about him.

Alfred Mahan's book on sea power convinced the US government a modern navy was needed. To create a large fleet, the US needed ports on islands throughout the Pacific to refuel and rest ships. These parts were provided as trade deals, protection, or takeover of the land.
