Whereas everything here is very important to a short story, and a combination of those would be perfect, I'd say that for such a story 'plot' is the most important element. Because you need an interesting story, and you need to explain how they are going to escape the jail.

Answer:

Plot

Explanation:

The plot refers to the course of a story, the series of events in a sequence taking place. In a short story about three men attempting to break out of jail, the most important element would be the plot because it would show readers what happens in the story, what the characters do to achieve their goal, the difficulties they find on their way, and if they eventually make it or not, which are all factors that keep the reader hooked in the story.
