As a french I found it difficult some how, because nothing is telling us if it's in the morning or afternoon , night....

In fact most of the time in the morning we use the system "12"> from one to midi (noon)

then we switch for the "24" > il est quatorze heures = 2 in the afternoon

if we say "it's vingt heures quarante cinq  it means it's  'quarter to nine' (neuf heures moins le quart)
