It merely provides information to the readers, without trying to affect their reasoning. This suggest that the purpose of this text is informative.

The second text differs from the previous one. It starts with addressing an issue and then proceedes with deepening this problem by making claims and providing evidence to them. By supporting his claims, the author tries to convince readers that he is right and to make them involve in the issue. Finally, the author, finishes with a question whose purpose is to make the readers think about what was stated in the text. So, the author stated an opinion, provided claims and evidence wanting to alter the readers' attitude, so we can say this text is persuasive.
