Well, as an Artist myself I don't think its so simple.

Preparing to create isn't like going out and 'getting the right tools in order to create art'. Honestly, it depends on the artist and person. It can even come down to a simple crayon and piece of paper. Normally if you had the money, you'd go out and search for what resource you'd want to use while making art. The criteria depends on what they're working on, probably based on uniqueness/originality, professional quality (neatness and craft), aesthetic quality (design, composition, color/tones), concept, selection and application of materials, and complexity/level of digital technology used.
