I think that the scientists should make decisions about how land is used, particularly those who study demography. They devote their live to finding a way to provide resources to everyone on the planet. If there was a particular group of these people who oversee the growth and distribution of resources, then humans might have a better chance of avoiding these "end of the world" scenarios.
