Social and economic reform. One of the reasons that the people loved Napoleon was that he made life very good for them. When the monarchy was reinstalled, life went back to the way it was before the French Revolution. Despite Napoleon being French, his reach went as far east as Russia. While he was in power, the people got used to living in a meritocracy of sorts, while once he was gone, it went back to an aristocracy.
