I would agree with you. A is the most correct answer here--the fact that people couldn't be home while their children were born is certainly something that many would consider "difficult" on military personnel. if choice B were correct, bush would have made more of an effort to say how impressive or strange it is that so many children were born to show that he was surprised. choice C is incorrect; 150 births while people were serving on a ship isn't surprising, considering how many people were likely a part of the crew. choice D is very "military-centric"--as if babies are born specifically for the purpose of joining the army. A is the most applicable answer.
