Mohandas Gandhi encouraged the Indian people to resist the British people through peaceful demonstrations. He didn't encourage fighting or violence in any way. If they were arrested for doing their job peacefully, then they peacefully went.

I'm not 100 percent sure on this, but I think it basically means "A smart leader makes the law promote others and not himself. He makes the law judge others, but does not add anything unnecessary in order to control others." I hope this helps.
