The President of the United States does not have the power to convene Congress nor the power to draft legislation explicitly. However, the President does often influence the writing of legislation, it is up to members of Congress to draft legislation. The President is however responsible for vetoing legislation.
In democracies, citizens are accorded an opportunity to influence public policy through active participation in the public decision making process. It is important to involve citizens in public decisions to ensure consensus and successful implementation of the decisions!
