The National Government is the main pillar of the State; the authority that directs, controls and administers its institutions, which consists in the general political conduction or exercise of the executive power of the State. In that sense, it is usually understood by such an organ (which can be formed by a president or prime minister and a variable number of ministers) to which the Constitution or the fundamental norm of a State attributes the function or executive power, and which exercises the political power over a society.
