When the blood PH changes, some receptors in the brain called chemoreceptors are sensitized and activates the respiratory centers to adjust the rate of respiration in a bit to change the PH back to normal. This can be by increasing or decreasing ventilation rate.

In the case of increased blood PH which signifies a decrease in the level of Co2, The respiratory control centers are depressed to decelerate ventilation rate in a bid to increase the level of carbon dioxide levels and PH to normal levels. .
