I would say the best answer is Option B. With drafting you really shouldn't be trying your hardest... just kind of trying to get your ideas out. Once that's done you can start checking for mistakes. Kind of like how I did with this answer; I wrote it out, and then came back after I was finished and fixed all the imperfections.

In "A Way to Rainy Mountain", by N. Scott Momaday, the three voices are present in Section I of the story. The thread that connects the three voices in this section is <em>Kiowa find great meaning in nature</em>. Nature is critical for the Kiowas. Nature and men are inextricably bonded. They come from a hollow log, they come from nature. They eat what they find in nature. The landscape shapes their identity. In addition to this, myths and history are intertwined.
You can't make a sentence with those words if you are trying to make sense. sorry
B: The emergency <em>lights</em> atop the fire trucks <em>were</em> flashing. Lights is your noun and were acts like your verb.
for A it should be: The exhibits on the lower level are not currently open to the public.
for C it should be: That man, wearing sunglasses, seems to be an undercover police officer.
for D it should be: Perry, like his younger sister Pauline, writes very neatly.
