If the ruler makes use of the majority, he is doing so according to law, because the majority made that law. If he makes use of the minority through jobs, he is doing things not through law, but of his own virtue.
During the industrial revolution, large quantities of workers were being employed in very appaling conditions wich weren't really fit for working conditions. For that reason, the labor unions argued and fought for them to work in better conditions and work less + for better pay.
