<u>The English monarchy was a limited monarchy</u> where the King's decision had to be supervised by a representative assembly,<em> in England it was the British Parliament,</em> but the colonies had a military government system and demanded the same rights as Englishmen living in Britain.

The Virginia Company voted to have a representative assembly instead of the military government system that had been placed so the company would gain corporate control over the colonies; Governor George Yeardley formed the first representative assembly named The House of Burgesses at Jamestown on July 30, 1619.

The House of Burgesses was constituted by the Governor, a Council and  22 Burgesses that were elected representatives. Burgesses that had the power to create laws, while the Governor and the Council had the power to veto and correct those laws.
