Answer and Explanation:

Parallel to bedding the quality will be less as the beds may slip past on another on activity of stresses parallel to bedding plane.

Permeability is the capacity of a stone to transmit fluid through interconnections between pore spaces with the stone. So because of slippage the penetrability may increment as new cracks and openings may create along the bedding plane.

But if the stresses act perpendicular to the bedding plane  the quality of the bed to withstand misshapening will be more as no slippage will happen along the bedding plane.

Permeability may decrease as the compaction due to perpendicular stresses may decrease the interconnections between the pore spaces.
