Jacob riis believed that the rise of civilization generated a population increase that resulted in an increase of the poor population, since the government does not offer the same opportunities for all the people. The increase in poverty led people to take shelter in marginalized places, also known as slums.

Explanation:

Over the course of three years, Jacob Riis spent most of his nights photographing the underworld of New York and its tenements, dark alleys, makeshift factories, and breweries. He documented the hardships of the lives of poorer immigrants and newcomers who lived in unpleasant and unpleasant places. Much of his work was done in the neighborhoods of Mulberry Street, an area famous for his crime and misery.

Because of his photos, he began to be seen as a social activist who showed the disregard of the rulers with the slums and the people who lived there. He believed that the creation of the slums was a result of population increase. As population increased, economic resources and opportunities became more and more limited, making some people privileged in society, while others were marginalized.
