Answer: The House of Representatives and the U.S. Senate are responsible for making the laws. The members of the House are chose by people.

The Constitution says that in the U.S. House of Representatives and the seats of the House are based on state population, according to Census.

Every state can have at least one member on the House. They have two years of mandate. The Constitution says that it is eligible for be a member of the House if have a minimum age of 25 years, and have to be a U.S. citizenship for seven years.

Loss of factory jobs led to less in the middle class or you needed to work a white collar job to be middle class.

Industrial jobs moved overseas leaving those working in factories without jobs. Middle class jobs no longer included factory work but rather service jobs many requiring college degrees.
