The scientific method or any scientific investigation, starts with observation. Observing natural phenomena, to be specific, will ellicit questions that can be later on, if applicable made into a hypothesis. These are generally the first steps (put together).
After a hypothesis is made, testing or an experiment will ensue to test whether the hypothesis will hold or not.
