However, each country would retain its constitution, but would grant to this new government the authority to govern all relationships with the natives. This new government would have a president general appointed and a legislature elected by the colonial assemblies. So time passed by, and  South Carolina moved to a more representative form of government with the Modern Assembly of 1965, when the federal government passed the Voting Rights Act of 1965, granting more liberties and rights for the African American people in the state.
