The words "look" and "see" relate to the poem's theme.

The poem "Inundated" is about looking closer, about not making assumptions about another person. 

Instead of assuming the subject of this poem is looting goods for fun or material gain, the poet asks that we look closer and try to understand the subject's situation. What many see is just a looter may in fact be a desperate father trying to help his family survive.

Therefore, the suggestion to "look" and "see" means the reader should look beyond the obvious assumptions and really see a desperate person doing the best he can.
