The <u>Elastic Clause</u> -also known as <u>the Necessary and Proper Clause</u>- is one of the most important clauses stated in the U.S. Constitution and dictates the following:

<em>The Congress shall have Power ... To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof.</em>

This means that this statement (ArticleI, Section 8, Clause 18) grants Congress the power to pass all laws considered necessary to perform the so called <em>enumerated powers</em> -the backbone of Congressional authority- that include the power to collect taxes, to coin money, to regulate commerce, to declare war, to establish post offices and post roads, among others.
