Furthermore, “for the party” is an adverb phrase because it provides information on why the new dress was bought for. So we have that the sentence has the following construction:

A tow truck is a vehicle provided with special equipment to pull damaged , illegally parked, or immovable vehicles in need of help to be either disposed of or dragged  to a place where they  can be repaired.  It is expected to be a savior carrying immobile vehicles to their destination which is most often a repair shop.

In the given situation, the tow truck is itself not able to ply on the road and is helplessly stranded on the roadside due to a flat tyre.  It is contrary to what is expected and is consequently amusing.  This is an example of irony.
