The answer should be manufacturing. During the creation of the federal government, one of the key questions to arise was the centralisation and extent of power. This debate was well highlighted in the differing views of Thomas Jefferson, who believed federal government should support an agrarian (farming) economy and give more power to the states, while Alexander Hamilton stood for a federal government supporting industry and banking, as well as being the superior power.
