Well, there is no simple answer, but I think it's generally correct: the division of labour was connected historically to an increase in trade in the Sumerian cities..

A division of labour means that not everyone has to work getting food, and this leaves some people free to practice trade.

here the correct answer is that the blame for the war was given to Germany.
