If this question isn't multiple choice, i would say that the placement of resources normally determines where people will live. this could lead to conflict because there might not be enough resources for everyone around, or room for everyone to live around the certain resource. it could lead to cooperation because citizens might come together to find more resources or places to live, or take what they have and make it accessible to everyone around.
