C.  it is somewhat effective; it could be improved by asking why the library is subject to budget cut when the community center is not.

Explanation:

When we're focusing our research project, We're narrowing the research to tackle a specific problem or to generate a very specific idea.

The initial research question is:

<em>will the bookmobile be affected by the reduction in library funding? </em>

Even if the researcher obtain the answer to this question, the answer couldn't really be applicable to any action. This make the answer become useless and wouldn't fix any sort of problem.

But, if the researchers start asking why the library is subject to budget cut when the community center is not, the answer create an idea that can be used for further investigation. This will make it easier for supporters of bookmobile to formulate an argument to allocate more government funding to the library rather than community sector.
