According to this document, all trade transactions, the sale of newspapers, books, brochures, playing cards and some other goods, as well as the execution of any civil documents were subject to a stamp duty in favor of the crown. A number of new fiscal measures were designed to reduce the UK public debt, which increased as a result of the Seven Years' War, replenish the empty treasury and compensate for the high costs necessary to protect the borders and colonists from raids by the Indians.

The new law caused massive protests and unrest in the North American colonies. Without their own representatives in parliament, the colonies were deprived of the opportunity to influence the structure and nature of taxation, the purpose and methodology of their collection and expenditure. On the streets of cities spontaneous anti-English demonstrations and rallies arose. In Boston, an excited crowd protested in front ot the vice governor's mansion.

Under the onslaught of the colonists, Great Britain retreated. The Stamp Act was never implemented. In 1766, it was annulled by the English parliament.
