The Atomic Energy Commission’s  increasing regulatory activity along with the energy crisis of the mid-1970s led to calls for enhanced coordination of federal energy policy and programs.  These led to the passage of the Department of Energy Organization Act that created the Department of Energy.

When you build something, the structural points such as pillars are usually not easily discernible to the untrained eye because they fit right there with the remaining walls and things like plaster or bricks.
