The effect that the Anti-Labor union law such as the combination act have on the working class is that the workers that are associated or working under it are working continuously in harsh conditions and in exchange for only low wages.

The Combination Act 1799 titled An Act to stop Illegal Combinations of Workmen, banned trade unions and cooperative agreement by British workers. The Act gained royal approval on 12 July 1799.

They made it much harder for operators to raise their salaries and working situations, and so made them worse.
