If there is a 60% chance there are female, then that must mean that 40% of the teachers are male. 
If 40% of all the teachers is 36, then 20% of all the teachers are 18 in number
So, when we multiply 20% by 5 (to get 100% = all the teachers), we get:
18 x 5 = 90 teachers in total
