The Palestinians were barred by the Jewish gov't. Originally, their gov't wanted equality, but then it turned into discrimination against non-Jews. Israelis and Palestinians live on the same land, but the Palestinians live in worse conditions.
Answer: In my opinion, ethnic enclaves had a positive and negative impact on immigrants in the late 1800's. Socially, the ethnic enclaves provided a kind of safe haven for the immigrants as they came in from a new country with no money, and little to no personal belongings. It provided social capital as they all shared interests, goals, and identities. Now, economically there were some setbacks as it effected the labor market.
