Can someone please answer these questions that go with the following cartoon!
Leviafan [203]

According to the cartoon, the fire of anarchy is spreading over Cuba.

The two groups creating/fanning the flames are the Cubans loyal to the Spanish rule and the Cuban independentists.

The duty of the hour for the United States is not only liberate Cuba from the Spanish rule but from a worse fate than that one.

This cartoon is most likely from the Spanish/United States war of 1898. During this war, the American army faced the Spanish army to help the Cubans obtain their independence. The cartoonist wanted the viewer to support the war as a fight for liberty, because the United States interference in this foreign affair was controversial.
