Since x is also a radius of the circle, all we have to do is use that information to find the hypotenuse using the Pythagorean Theorem and we have x. 

Pythagorean Theorem
a^{2} + b^{2} = c^{2}
10^{2} + 19^{2} = x^{2}
100 + 361 = x^{2}
461 = x^{2}
x = \sqrt{461} or about 21.47
