The National Constituent Assembly wanted to create a Constitutional Monarchy. One of the major complaints of the of the French people with the monarchy was the unchecked power. The King and Royal family could operate however they wanted. They were "above the law". This aggravated the people. Many were extremely poor and starving. They couldn't afford the simple basics like bread and milk to feed their children and yet the Royal family lived in lavish luxury and were demanding more and more taxes.

In early April 1861, North Carolina authorities demanded that the Federal Army leave Fort Sumter, a fort located in an area no longer considered part of the Union. The Union refused to give up the fort, and when the deadline for the ultimatum passed, the Confederate army began artillery barrage fire, which lasted until the surrender of the fortress. No life was lost on either side in the direct conflict. President Abraham Lincoln used this event as a symbolic justification for calling 75,000 volunteers into the Union Army for the purpose of suppressing the insurgency.
