Question 1. The photograph's reliability could be questioned since the photographer that took it was hired to support one program of President Franklin Rooselvet. This program aims to help people from Dust Bowl, which forces the photographer to take pictures that portrays people in need.

Question 2. One feature of the photo that might lead to question its reliability, is the pose of the migrant mother and her children. The sad expression on the migrant mother and the two children hugging her, looks like an unnatural scenario for a photo.

In 1881, Booker Washington became the director of the Institute. The institute in Tuskegee gave secondary education intended for working in industry.
