When the first consumer (herbivore) eats a producer (plant), the second consumer will have to eat the first consumer for food. So in order for the second consumer to live, the first consumer must live as well by eating plants. That is why the second consumer also need plants to survive. E.g. Plant is eaten by a rabbit and the rabbit eaten by a fox
