Negative descriptions of a setting can mean a negative tone like anger, sadness, worry, etc. A positive description of a setting can mean a positive tone in the story. Positive tones can be happy, cheerful. A neutral setting (and also negative and positive) might be important because it tells where and when the story is taking place. Different times and places changes how the characters act.
Importance of the Setting. Setting is the time and place where a scene occurs. It can help set the mood, influence the way characters behave, affect the dialog, foreshadow events, invoke an emotional response, reflect the society in which the characters live, and sometimes even plays a part in the story.
