In 1907, New Mexico´s legislature passed a code of water law, which focused on protection the use of water, but also the right of this vital liquid to it´s citizens. This code contemplated that the first person to use certain amount of water, had the right to continue using it for the initial reason, if someone else wanted to use the same water, it could, without taking away the amount from the first person to use the liquid. Although this meant anyone could use it, the code established that everyone needed a permit to acces the vital liquid.
