The Soviet Union was formed in order to legalize the unification of; Russian, Ukrainian, Transcaucasian, and Byelorussian republics. The Soviet Union was the result of free self-determination of nations of equal Soviet Socialist Republics.

Basically, after the Russian Empire ruptured, the result of revolution took power in new states.
