A command economy could probably solve it faster.
This is because the government runs the economy in a command system and not the market. The government could in such a case focus all its resources on solving the crisis unlike the free market economy where people dealing with economy might be disinterested since it wouldn't affect their businesses or anything similar.
Mostly the reasons were economic. The country's economy was dismembered when it entered the great depression and they had to take care of that. The South used this to reinforce its values because nobody was bothering them since the great depression forced the government to move its focus on something else.

This new perspective was articulated by U.S. President Woodrow Wilson (1913–21) in his program for relations between the Great Powers following a settlement of World War I. Involving meticulous archival and other primary-source research, diplomatic history emphasized the uniqueness of international events and the methods of diplomacy as it was actually conducted. International law—especially the law of war—had a long history in international relations and was viewed as the source of fundamental normative standards of international conduct. The emergence of international relations was to broaden the scope of international law beyond this traditional focal point.
