Federalism is the division of power between the central government and the states. It defines which powers are reserved for the central gov, as written in the Constitution, for example, the power to create a common currency and trade with other countries. And reserves powers not designated for the central gov to the states, like licensing and traffic laws.
In my opinion it would be Augusto Pinochet because he overthrew the democratically elected socialist Unidad Popular government of President Salvador Allende and ended civilian rule.
