There are numerous reasons, things like war, immigration, increased poverty, or things like unpredictable natural disasters. When a hurricane strikes and destroys entire cities and housing it has to be fixed quickly and that is spending that was not planned since you can't expect things like that. Wars often cost much more than what was planned because bad things happen and they need to be fixed. Immigration can lead to an increase in social welfare spending since not all immigrants find a job quickly and establish themselves in the society.

How does a deductible affect insurance?
Alex73 [517]

The deductible is the amount a person must pay before their insurance will start to pay. For instance, say you have a $1,000 deductible on your car and you have a wreck that causes $3,000 worth of damage. the driver would have to pay the $1,000 first and then the insurance will help cover the other $2,000 at the rate the policy stipulates.

As for pricing, the insurance policies with higher deductibles (meaning the subscriber pays more for losses), the insurance premium would be cheaper than those policies with a smaller deductible.

Annette [7]

Answer: The nature of the tax system means that there is usually a trade-off between Equity and Efficiency ability to pay equity opportunity cost .The ability to pay principle pushes governments towards a progressive tax system but equity considerations push them in the other direction . A(n) ability to pay tax, promotes economic efficiency as it does not distort ability-to-pay lump-sum benefits.

Explanation:

Tax equity is the tax codes and tax efficiency is the fair tax payments. In progressive tax system the high income group pays higher taxes. Through this method the inequality in the society can be reduced. This results in economic growth and reduces unemployment and increases the purchasing power of the poor people.

According to the principle the government follows a progressive tax system but with tax equity the people use tax codes to not pay certain taxes. This tax equity pushes it in the other direction.
